HSA State Tax Calculator
Your HSA is tax-free federally, but not in California. See what the state add-back costs you.
California does not recognize health savings accounts. HSA contributions (yours and your employer's) are added back to your California income, and interest, dividends and gains inside the account are taxed by California every year. In return, HSA withdrawals are not taxable in California. At a 9.3% state rate, a 2026 family contribution of $8,750 costs about $814 in California tax.
Find your payroll contributions in box 12 of your W-2 (code W) and your own deducted contributions on Form 8889 / Schedule 1, line 13. The tax is figured with the 2025 California rates.

How this is calculated
California figures your income as if the HSA were an ordinary account. Following the Schedule CA (540) instructions:
- Payroll and employer contributions (W-2 box 12, code W) are added on line 1h, column C.
- Contributions you deducted on your federal return are not allowed (line 13, column B).
- Earnings inside the HSA are taxed in the year earned (interest, dividends, and gains or losses on sales).
- Distributions not used for medical expenses are subtracted (line 8f, column B), because that money was already taxed.
The calculator adds those amounts to your federal AGI and compares the 2025 California tax with and without them (standard deduction). Federal contribution limits:
| Year | Self-only | Family | Age 55+ extra |
|---|---|---|---|
| 2025 | $4,300 | $8,550 | $1,000 |
| 2026 | $4,400 | $8,750 | $1,000 |
| 2027 | $4,500 | $9,000 | $1,000 |
California tax on a full 2026 family contribution of $8,750, by your top state rate: 6% = $525, 8% = $700 and 9.3% = $814.
Frequently Asked Questions
Does California tax HSA contributions?
Yes. California does not recognize health savings accounts. The contributions you deduct on your federal return and the pre-tax contributions made through payroll (including your employer's, shown in box 12 with code W on your W-2) are added back to your California income.
Are HSA earnings taxable in California?
Yes, every year. Interest, dividends and gains on investments sold inside the HSA are taxable on your California return in the year they are earned, even though they stay in the account. Federally they are tax-free.
Are HSA withdrawals taxable in California?
No. Because you already paid California tax on the money going in, distributions are not taxable for California, even ones not used for medical expenses. The federal 20% additional tax on non-medical withdrawals is federal only. If you itemize, medical expenses you paid from the HSA can still count toward the California medical deduction.
Where do I report the HSA adjustment on my California return?
On Schedule CA (540). Employer and payroll contributions (W-2 code W) go on line 1h, column C; your own deducted contributions on line 13, column B (so they are not subtracted); and HSA earnings are included on the interest, dividend or capital gain lines. Non-medical distributions included federally are subtracted on line 8f, column B.
What are the HSA contribution limits?
The federal limits are $4,400 for self-only coverage and $8,750 for family coverage in 2026 ($4,500 and $9,000 in 2027), plus $1,000 if you are 55 or older. California does not have its own limit because it does not give HSAs any tax break.
