How this is calculated

Each program below has its own real eligibility gate, pulled from the same data that drives its dedicated calculator:

  • Income tables by household size for CARE, FERA, LIHEAP and CalFresh, all keyed off the federal poverty level or state median income.
  • Flat gates for MyFirstEV and the property tax exemptions.
  • Per-air-district or per-city lookups for Clean Cars 4 All, minimum wage, rent cap, and sales tax.

Nothing here is a guess: if a program's real eligibility test needs information this one-page form doesn't collect (an exact GPA for Cal Grant, a wage history for SDI, dependent-children details for the full CalWORKs formula), it's left out of this tool entirely rather than approximated, and is listed in the FAQ below.

What does the California Eligibility Finder actually check?

It cross-references your answers against roughly 20 programs with a real income, age, household, or ownership eligibility test: utility bill assistance (CARE, FERA, LIHEAP, ESA), CalFresh, Covered California subsidies, CalEITC/YCTC/FYTC, EV incentives (MyFirstEV, Clean Cars 4 All, CALeVIP), property tax exemptions (homeowners', disabled veterans', Prop 19), the solar/SGIP cluster, business incentives and compliance (CalSavers, GO-Biz programs, business licensing), and your local minimum wage, rent cap, and sales tax rate. It deliberately does not model Cal Grant, SDI/PFL, EDD unemployment, Medical Baseline, the full CalWORKs grant formula, or situational compliance calculators like overtime or PAGA — those need inputs this one-page form isn't shaped to collect well.

Is this an official government tool?

No. This is an independent educational estimate, not affiliated with the CPUC, FTB, BOE, GO-Biz, CDSS, Covered California, CARB, or any other agency. Every program listed links to its own dedicated calculator or the administering agency's official page — confirm eligibility and exact figures there before relying on anything shown here.

Why does it ask for my city instead of just my ZIP code?

Our ZIP-to-city lookup table covers all California ZIP codes, but the city dropdown above only lists the ~48 cities this site has local minimum-wage, rent-cap, business-license, or sales-tax data for. Entering a ZIP whose city is one of those will auto-select it; for a ZIP in any other California city, the lookup can't safely guess which of the dropdown's cities is the closest match, so it leaves the selection on "Other / Not Listed" and falls back to statewide figures — picking your city directly from the dropdown is still the only way to get a city-specific number if yours isn't listed.

Why do some results say "Check Manually" instead of a clear answer?

Whenever the underlying figure isn't available for your exact inputs — a program with no published income table (like Clean Cars 4 All, which is run per-district), a required field left blank, or data this tool doesn't track — it says so honestly instead of guessing. A wrong "you qualify" is worse than an honest "we can't tell from this form."

What if my city isn't in the dropdown?

Select "Other / Not Listed." Local-jurisdiction results (rent cap, city minimum wage, business license fee, city sales tax) will fall back to statewide defaults with a note that your specific city isn't in our covered-cities table — every other program's result is unaffected, since most of them don't depend on city at all.
