If you have zero employees other than the business owner(s), you're exempt outright. If you already sponsor a qualified retirement plan, you're exempt as long as that plan stays active. Otherwise, your registration deadline was set by your peak employee count: June 30, 2020 for 100+ employees, June 30, 2021 for 50-99, June 30, 2022 for 5-49, and December 31, 2025 for 1-4 employees (added later by SB 1126).
Because every one of those dates has now passed, any non-exempt employer that hasn't registered or filed an exemption is out of compliance today, not facing a future deadline. The state's penalty schedule is $250 per eligible employee if noncompliance continues 90 days after notice, rising to $500 per eligible employee if it continues after that.
